The Northern Flyer Alliance (NFA) is pleased to announce the passage of
House Concurrent Resolution HCR1030. The NFA would like to recognize Senator
John Sparks and Represetative Scott Martin, both from Norman, for their
bi-partisan authorship of this legislation. The NFA also recognizes the
leadership shown by Senators David Myers, Constance Johnson, and
Representatives Charlie Joyner, and Ken Luttrell for their co-authorship.
NFA Government Affairs Director Bob Kemper was instrumental working this
legislation throughout the session.
HCR1030 recognizes the State of Kansas, the Kansas Department of
Transportation, and Amtrak for their work on the Kansas Feasibility study.
The concurrent resolution was filed May 14 with the Oklahoma Secretary of
State. Progress continues toward the NFA goal of connecting the Dallas-Fort
Worth area with Kansas City. The resolution is intended to 'grease the
skids' toward a tough funding battle next year. Resolution text is shown
below.
Much work remains. The Kansas Amtrak Feasibility Study will hopefully be
released in September. This will signal an aggressive campaign, leading up
to dovetailed Oklahoma - Kansas funding legislation. NFA leadership has
already begun working on suggested Kansas and Oklahoma legislation. The NFA
encourages Amtrak to finish their study work in a timely fashion in order
that Kansas and Oklahoma can secure federal stimulus funding for the
project.
The Heartland Flyer, currently operating only between Oklahoma City and Fort
Worth, is seen as a prime expansion candidate due to its popularity. A
growing need for optional, climbing gasoline prices, now well over $2.00 a
gallon in the region, need for economic development, and growing
environmental concerns emphasize the need for additional Amtrak service in
the region.
Economically connecting small to large communities with the Kansas City,
Wichita, Oklahoma City, and Dallas Fort Worth is seen by the Northern Flyer
Alliance as part-and-parcel of the Federal stimulus act. "Transportation
provides basic economic connections. Their importance should not be
underestimated," commented Evan Stair, NFA, Oklahoma Vice - President.
Stair continued, "Ask anyone about the value of interstate 35. We see
economic opportunity riding on this rail corridor and the on route
supportive communities agree." The NFA has secured over 70 resolutions of
support from on route and potentially on route communities since late 2007.

Sparks, Johnson (Constance) and Myers of the Senate
A Concurrent Resolution urging participation in expanded rail study; urging
development of comprehensive rail plan; supporting the State of Kansas, the
Kansas Department of Transportation, and the National Railroad Passenger
Corporation (Amtrak) for their participation with the Amtrak feasibility
study requested by the Kansas Department of Transportation on February 11,
2008; and directing distribution.
WHEREAS, the portion of the national passenger rail service (Amtrak)
heretofore known as the Heartland Flyer began operating in Oklahoma on June
15, 1999; and
WHEREAS, the present Amtrak route terminates in Oklahoma City, Oklahoma,
without a northern connection to the Amtrak national network; and
WHEREAS, the Oklahoma Department of Transportation commissioned and
received a passenger rail study in March, 2001, as produced by the Carter
Burgess Engineering firm which included a route feasibility analysis
detailing expansion cost, infrastructure need between Oklahoma City and
Newton, Kansas; and
WHEREAS, the Kansas Department of Transportation issued an official request
to Amtrak for study of this route segment on February 11, 2008; and
WHEREAS, the Kansas Department of Transportation has extended the original
Oklahoma Carter Burgess 2001 Oklahoma City - Newton, Kansas, study route to
include the rail line between Newton and Kansas City, Missouri, making it a
full 602-mile-corridor study between Fort Worth, Texas, and Kansas City,
Missouri; and
WHEREAS, federal matching funding has become available as administered by
the Federal Railroad Administration through the Passenger Rail Improvement
and Reform Act of 2008 and through the passage of H.R. 2095, the Rail
Safety Improvement Act, including the Passenger Rail Investment and
Improvement Act.
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE 1ST
SESSION OF THE 52ND OKLAHOMA LEGISLATURE, THE SENATE CONCURRING THEREIN:
THAT the Oklahoma Legislature urges the Oklahoma Department of
Transportation to jointly participate with the Kansas Department of
Transportation in the expanded passenger rail service study as a part of a
new passenger rail transportation corridor between the points of Kansas
City and Fort Worth, Texas.
THAT the Oklahoma Legislature urges the Oklahoma Department of
Transportation to develop a comprehensive passenger rail plan which can be
submitted to the U.S. Department of Transportation under the guidelines of
the Passenger Rail Improvement and Reform Act of 2008 as a requirement to
procure federal matching funds as administered by the Federal Railroad
Administration.
THAT copies of this resolution be dispatched to Governor Brad Henry, to the
Governor of Kansas, to the Oklahoma Secretary of Transportation, to the
Kansas Secretary of Transportation, to each member of the Oklahoma
Congressional Delegation, and to each member of the Kansas Congressional
Delegation.
