many of you know, since 2007 the OSN Board has been working
collaboratively with numerous stakeholders to draft rules on energy efficiency
for Oklahoma's electric utilities. On next <strong><span
style='font-family:"Verdana","sans-serif"'>Wednesday, the 15th of October</span></strong>,
the new rules will be in front of the Corporation Commissioners for a decision.
Oklahoma's good economy and growing population means we're using more and more
electricity every year, but unfortunately we're currently ranked 43rd out of 50
states on efforts to improve our energy efficiency. Our utilities haven't
kept up with the successful efficiency efforts in other states, and they resist
significant goals for energy efficiency here in Oklahoma. And despite the
enormous costs, the state's utilities continue to ask ratepayers to pay for new
power plants. </span><span style='font-size:10.0pt;font-family:"Comic Sans MS"'><o:p></o:p></span></p>

<p class=MsoNormal><span style='font-size:10.0pt;font-family:"Verdana","sans-serif"'>There
is a less expensive and better strategy – use our energy more intelligently by
improving the efficiency of our homes and businesses (also known as demand-side
management or "DSM"). For example, incentives can be created
for the purchase of Energy Star appliances and the installation of higher
efficiency lighting and industrial equipment. Saving energy in this
fashion has been proven to be much cheaper than building and operating new
power plants. </span><span style='font-size:10.0pt;font-family:"Comic Sans MS"'><o:p></o:p></span></p>

just-completed study found that cost-effective energy efficiency programs could
reduce Oklahoma's electricity consumption by hundreds of
Megawatts over the next ten years. </span><span style='font-size:

attached position statement has been adopted by OSN's Board of Directors.
It reflects our work with the Corporation Commission since 2007, and it asks
for energy efficiency programs that are cost-effective and based on achievable
"best practices." If the Commission adopts these recommended
policies, Oklahoma will benefit from lower utility costs, new jobs and business
opportunities, improved air quality, and reduced water consumption.
Please take a moment to read it. Then, please take another moment to communicate
to the OCC and state policy-makers that Oklahoma needs an <u>ambitious</u>
state commitment to energy efficiency. Your voice needs to be heard
before - or during - the OCC's October 15 public hearing on proposed new
