</span>Climate change legislation is currently the focus of intense discussion
and debate in Washington. The House of Representatives passed H.R. 2454, the
American Clean Energy and Security Act, on June 25th and several Senate
committees including the Environment and Public Works and Agriculture
committees are holding hearings this month. <br>

While agriculture and forestry's role in reducing and sequestering greenhouse
gas emissions is widely recognized, disagreement exists over the costs and
benefits these sectors will incur from climate change policy. Although energy
related input costs will likely increase as a result of putting a price on
greenhouse gas emission, policies designed to reduce carbon emissions could
raise net returns through higher prices for commodities, new bioenergy markets
and revenue from the high-quality and low-cost offsets that the agriculture and
forestry sectors can provide through a properly designed and implemented cap and
trade program. <br>
