The Newsletter of PassengerRailOK.org, PassengerRailKS.org, and the
Northern Flyer Alliance.

GREETINGS & PROGRESS
Northern Flyer Alliance (NFA) progress over the past year has been
unprecedented. Those of you who have been with Passenger Rail Oklahoma and
Passenger Rail Kansas understand that one of our skills does not include
regular newsletter deliveries. This is because we continue pursuing
communication with those who need to hear the passenger rail expansion
message. None of you on this list are included in this category. Please
review this newsletter. We need your assistance to continue this effort.

AMTRAK BEGINS KANSAS STUDY DECEMBER 2008
If you would like to review official information regarding NFA progress
please check the Kansas Department of Transportation website at
http://www.ksdot.org under the "Other Transportation Modes" > "Rail". The
lower half of the screen includes a Passenger Rail section. The top link,
"Study Information Handout" includes KDOT, ODOT, and TxDOT's study scope as
delivered to Amtrak. Amtrak started study work officially on December 4th.
The final study is expected to be released this year. 

NFA INCORPORATION: CALL FOR DONATIONS
As we officially stand up the Northern Flyer Alliance organization, we need
your financial support. We are currently working to incorporate the
Northern Flyer Alliance as a requirement to become a South Central Kansas
Unified Legislative Alliance (ULA) member next year. This incorporation and
filing (501(c)3 or 501(c)6) will require an expenditure of approximately
$2,000. In the words of NFA founder, Autumn Heithaus, "The ULA gets what
they ask for in Topeka." This is a vital component of our outreach. 

The NFA now has a bank account.

RAIL SAFETY IMPROVEMENT ACT
We cannot overemphasize the importance of Rail Safety Improvement Act
passage enough. Included within this act, signed on October 16, 2009 by
President Bush, is the matching federal program that will bring Amtrak to
South Central Kansas. At no time since Amtrak's Lone Star ceased
operations, October 9, 1979, has the reintroduction of passenger rail been
as promising. This bill will double Amtrak's annual subsidy for the next
five years. Much of this increase will be for matching funds for state
infrastructure projects.
