[OKC] DHS wins awards for farmers market projects

The OKDHS Farmers' Market and Senior Farmers' Markets projects both won
OKDHS Quality Awards.  There were 41 State projects nominated and 11 were
awarded Quality Awards. They were also nominated for 3 Governor's
Commendations. The OKDHS Quality Awards ceremony will occur on May 5th and
the Governor's awards will be the afternoon of May 6th.
